I think this is more downstream from the Arroyo's confluence with the LA River. The hills on the left hand side are the two hills that you go trough on the 110 towards downtown (Elysian Park).

There is no 5 or 110 in this shot. Flat top would be more to the right, I think

After looking at the pic a little more you will notice a sign that reads something like "San Francisco". You can still see this sign as your pass over the river. It is right behind the service facility for the gold line.
